Why We Built This Pathway

A Mother's Mission

I'm Jessica Manns, LCSW. After years of navigating the traditional adoption system personally, I experienced its profound challenges firsthand. I encountered lengthy waiting periods, complex and opaque agency fee structures, frustrating Interstate Compact (ICPC) jurisdictional delays, and Termination of Parental Rights (TPR) court backlogs.

The emotional toll of being placed in endless queues without clearly documented milestones was overwhelming. That frustration led me to establish the Cloud Program under Man Homes. Our program is a coordinated, attorney-reviewed framework designed to bypass traditional opacity through documented compliance, independent escrow holding, and direct, milestone-based case management.

How Structured Coordination Works

Our adoption-coordination framework is designed to coordinate professionals, documentation, communication, deadlines, and compliance checkpoints. We do not bypass legal requirements; we manage them with transparency.

Initial Inquiry

Prospective families submit basic information and identify the type of adoption or placement support they are seeking.

Preliminary Intake Review

Our coordination team reviews the submission. This intake review is an initial assessment, not an adoption approval or placement guarantee.

Eligibility & Documentation

Families are guided through applicable documentation, home-study requirements, identity verification, and background checks according to state law.

Professional Coordination

We organize communication among licensed attorneys, agencies, social workers, medical professionals, and ICPC authorities.

Case or Opportunity Review

Cases are independently reviewed by professionals within their licensed roles to ensure viability and ethical alignment.

Independent Legal Review

Independent licensed legal professionals, engaged according to the circumstances of each case, review all case details and agreements.

Financial Safeguards

Where applicable, funds are genuinely held by an identifiable, independent third-party escrow provider under written terms.

Milestone-Based Management

Families view documented case milestones (e.g., ICPC Documentation Pending, Court Milestone Pending) rather than vague status updates.

Placement & Post-Placement

Physical placement occurs only after legal requirements are satisfied. Post-placement supervision and court finalization follow separately.
